A note should either be a statement of fact (from my viewpoint), or something I believe to be true. (It should should also be as small as possible, add only as much context as is needed to understand the note. This will make linking easier, there is understanding in the combination of ideas & atomic notes should be densely linked(.
If a note cannot be condensed with a title as thumbnail, the contents of the note might be unclear, or contain too many ideas.
A question, even a rhetorical one cannot be a good atomic note. Questions make bad building blocks, they impose a correct answer, and thus a singular context. Atomic notes should be applicable in multiple contexts. Also A permanent note should answer one specific question not ask it.
The same for negatively phrased notes. To not do something forces a note to be used in a very specific context.
